MétriQue : A Benchmarking Platform for Digital Transformation in the Quebec Built Asset Industry
We are developing an interactive benchmarking platform to enable management and continuous improvement of governmental digital transformation initiatives in the construction industry and evaluation of their impact.

The research project is being conducted in close collaboration with six public sector clients participating in the Government Roadmap for BIM and three academic institutions.

Research Objectives
Develop and implement an interactive and dynamic benchmarking platform to assess, monitor, and manage the performance and impact of digital transformation initiatives, such as the Government of Quebec’s BIM Roadmap, on project and organizational performance across environmental, economic, and social dimensions.
- Identify indicators that enable the measurement, evaluation, and monitoring of the performance of digital transformation initiatives, their results, and their impact.
- Define the variables that characterize projects, as well as the constraints and mechanisms to be considered throughout the activity lifecycle.
- Develop mechanisms for collecting, transmitting, analyzing, and visualizing the data needed to support feedback, evaluation, and continuous improvement.
- Establish a dynamic and interactive platform approach to support the performance evaluation and benchmarking process.
- Ensure the appropriate context for the benchmarking program through training, knowledge transfer, and communication with industry stakeholders.

Why Measure Performance?
Digital transformation has been promoted as an effective means of supporting major reform in the built assets industry. It aims to improve overall performance and productivity in the construction industry. However:
- The lack of harmonized performance measurement systems is a major obstacle to large-scale digital transformation.
- Insufficient data on results and impacts creates uncertainty among public owners and decision-makers.
- This uncertainty reduces their willingness to invest in digital initiatives.
- Without performance measurement, organizations struggle to: (1) Evaluate their results, (2) Understand performance trajectories, and (3) Identify areas requiring corrective action or improvement.

A Partnership to advance practice
This five-year research project brings together six public sector clients and a multidisciplinary academic team. It is funded by the Quebec government and NSERC.
- Nearly $3 million invested, including $1.2 million in direct funding from the Quebec government and $1.7 million in in-kind contributions from partners
- 450 targeted case studies (200 reference projects and 250 BIM projects) covering institutional, transportation, residential, energy, and municipal assets
- Projects of all sizes ($2 million to $1.2 billion) and varying degrees of BIM maturity, offering a unique sample.
- Partnership anchored in the existing BIM Roadmap structure with dedicated representatives in each partner organization.
